It will be helpful for developers of software protection systems (like vmprotect for example) and their users. It is absolutely useless against malware. Only lame malware use commercial protectors. And nothing prevent malware authors from reinventing their own packer based on free source codes, aplib for example.
We are hoping to solve the problem of packed malware in ~2-3 years
This document is from 2011, and even before was another "Standards and Policies on Packer use" from 2010. We are in 2016, malware still packed.
