No, it's a simple Android application you need to manually install. It does not have any special rights, the only kind of locking it performs is putting its "Your phone is locked" page into the foreground every couple of seconds leaving the phone pretty much unusable.

There's no sophistication whatsoever. You can uninstall the app using adb and then it's gone.
