I don't think a handle only with PROCESS_QUERY_LIMITED_INFORMATION access right can use TerminateProcess to kill a process.

That reply ment that you should use PROCESS_QUERY_LIMITED_INFORMATION as access rights only in order to open the process.

It's a protected Windows process, google for some blogposts. Search for blogposts by Alex Ionescu if you want to know more about them.
